Have you got a dripping overflow pipe outside your home?
Chances are that your ball valve needs replacing and is not working correctly which has made the water level in your cold water tank rise up above the level of the overflow pipe.
This is a very easily fixed problem which just involves shutting off the mains supply to the tank, removing the old ball valve and fitting a new one. Run your cold tap in your bath then which will drop the level of the stored water, slightly bend down the arm on the ball valve downwards to ensure the level shuts off below the overflow pipe and turn on your mains water again. Check level of water when the ball valve has finished filling to ensure correct setup.
